Request for a CITES Permit for the Importation of Endangered Plants and Plant Parts

‘The ‘Agriculture and Biotechnology Industry’ is a significant Targeted S Curve for the Thai micro industry. Sometimes, entrepreneurs may need to import certain plant species listed in the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which includes endangered wildlife and forest plants. In such cases, it is necessary to apply for an import permit with the Department of Agriculture every time.

Steps

  1. Submit an application for an import/export permit for endangered plants or plant parts, or Form PP.13 along with the required supporting documents at:
  2. Submit your electronic application on the Department of Agriculture’s website at http://e-cites.doa.go.th:21006/
  3. You can submit the application in person at the Plant Genetic Conservation Bureau’s CITES Research Group, located at 50 Phaholyothin Road, Lad Yao Subdistrict, Chatuchak District, Bangkok 10900. You can also contact them by phone at 0-2940-5687 or visit any plant inspection station.
  4. Document inspection/officer receives the application.
  5. There is a permit fee of 100 baht per copy.
  6. The conservation officer verifies that the plant matches the permit and evaluates whether to issue the permit.

The supporting documents

  1. One original copy of the application for an import/export permit for endangered plants or plant parts (Form PP.13).
  2. One original copy of the supporting documents for the importation
  3. CITES Export Permit from the country of origin
  4. Phytosanitary Certificate from the country of origin or
  5. Certificate of Origin from the country of origin, depending on the type of plant or the plant species being imported
  6. One original copy of a national identification card/passport (for foreign nationals) for individual/legal entities/power of attorney/authorized representatives.
  7. One original copy of a certificate of corporate registration
  8. One original copy of a power of attorney letter in cases where authorization is granted to another individual to act on behalf
  9. Affix a 10-baht revenue stamp and grant authority for a single transaction
  10. Affix a 30-baht revenue stamp and grant authority for multiple transactions
