How to Import fertilizers

It is well-known that one of the targeted S curves driving the Thai economy is the “Agriculture and Biotechnology Industry.” Currently, the global agricultural sector has made significant advancements, including innovations in crop cultivation and various chemical formulations for fertilizers to enhance crop yields.

However, importing fertilizers from foreign countries is not as straightforward as importing regular goods. It falls under the control and supervision of the Plant Control and Agricultural Materials Office, Department of Agriculture. Therefore, every importer of fertilizers must notify the authorities before bringing fertilizers into Thailand.

The process of submitting the application (within a 34-day working period) is as follows:

  1. The applicant submits the import notification documents and supporting documents.
  2. If the related products require evaluation by other agencies, prepare the cargo/container for inspection.
  3. Inspectors will collect random samples and send them to the Chemical Agriculture Research Group’s laboratory for analysis.
  4. The officers analyze the chemical fertilizer samples and report the results to the plant inspection checkpoint.
  5. Permission is granted to import the fertilizer.

Supporting Documents:

  1. Power of Attorney Letter: In case the application is submitted on behalf of someone else, specify the scope of authority. Attach a 10 Baht revenue stamp for a one-time use or a 30 Baht revenue stamp for a one-year use. Include correctly certified copies of all relevant documents and a copy of the ID card of the person granting the power of attorney.
  2. National ID Card: Original copy (1 copy).
  3. ID card issued by the Office of the Secretary to the Board of Investment: Original copy (1 copy).
  4. Notification form for fertilizer import according to the Fertilizer Act B.E. 2518 (Form N-Kor.1): Original copy (1 copy).
  5. Goods declaration for imported goods, along with the declaration form showing the excise tax and value-added tax details: Original copy (1 copy).
  6. Commercial Invoice: Original copy (1 copy).
  7. Packing List: Original copy (1 copy).
  8. Certificate of Origin: Original copy (1 copy).
  9. Certificate of Analysis: Original copy (1 copy).
  10. Shipping Mark: Original copy (1 copy).
  11. Import Permit for Fertilizer (Form N.Por.2): Original copy (1 copy).
  12. Important Notification of Fertilizer: Original copy (1 copy) or Fertilizer Registration Certificate.
  13. Samples of the registered label documents: Original copy (1 copy).
