Full Implementation of e-CO under JTEPA

The Customs Department issued an announcement regarding the criteria and formalities for duty exemption and duty reduction for goods originating from Japan (No. 2), effective from 4 November 2025.

Thailand and Japan are advancing the full electronic Certificate of Origin system to strengthen trade under the Japan-Thailand Economic Partnership Agreement (JTEPA). Both nations have now moved towards the Full Implementation of the e-CO Exchange system to facilitate trade and reduce costs for entrepreneurs.

Following the previous Pilot Implementation, the e-CO Exchange system is now fully operational. The system has been developed in accordance with the conditions outlined in the Terms of Reference. Key features and changes include:

e-Tracking Integration: Linking with e-Tracking systems to monitor and verify the authenticity of Certificates of Origin.

Paperless System: The cancellation of the previous requirement to exchange paper-based Certificates of Origin.’

Exclusive Electronic Usage: The adoption of a solely electronic system for the issuance and certification of COs.

This new system will reduce time and costs associated with customs proceedings, enhance the transparency and reliability of documentation, facilitate importers and exporters in both countries, and support trade and investment between Thailand and Japan.

The full implementation of the e-CO system reflects the close cooperation between Thailand and Japan in elevating trade efficiency. It represents a significant milestone in driving JTEPA to become a modern Free Trade Agreement aligned with the digital era.
