22 Agricultural Products Subject to Import Measures under WTO

Insights into Importing Agricultural Products from World Trade Organization (WTO) Member Countries or GATT 1947, which are products that importers are required to have a certificate issued by the Department of Foreign Trade/other agencies designated by the Ministry of Commerce, to present to the Customs Department for claiming tariff privileges under the WTO Agricultural Agreement

Condition

  • The products must originate and be sent from a member country of the World Trade Organization (WTO) or GATT 1947.
  • Importers must possess a certification demonstrating eligibility for tariff privileges as per the specific provisions of the WTO Agricultural Agreement, to present to the Customs Department when importing.

Product List

  1. Raw Milk and Ready-to-Drink Milk: Raw milk and milk ready for consumption, as well as cream that is concentrated and not sweetened with sugar or other sweeteners, and milk-based beverages.
  2. Skimmed Milk Powder: Milk and cream that are concentrated or sweetened with sugar or other sweeteners
  3. Potatoes, potato seeds, and fresh potatoes for processing.
  4. Onions: Fresh or chilled onions, and dried onions in powder or non-powder form.
  5. Garlic: Fresh or chilled garlic, and dried garlic in powder or non-powder form.
  6. Coconuts and Coconut Kernel: Coconuts, desiccated coconuts, and other coconuts (whether husked or not).
  7. Dried Longanfically in powder or granular form or in other solid forms, with a fat content not exceeding 1.5% by weight.
  8. Coffee Beans: Coffee beans, whether roasted, ground, or with the caffeine removed, and including coffee husks and coffee substitutes containing coffee in any proportion.
  9. Tea: Tea leaves and tea powder, excluding instant tea and other herbal teas.
  10. Black Pepper: Whole or ground black pepper.

  12. Dried Coconut Flesh
  13. Big-Headed Garlic Bulbs
  14. Soybean Oil: Soybean oil and fractions of soybean oil, whether or not refined, but not chemically modified.
  15. Palm Oil and Palm Kernel Oil: Palm oil and palm kernel oil, whether or not refined, but not chemically modified.
  16. Coconut Oil: Coconut oil and fractions of coconut oil.
  17. Coffee and Coffee Products: Ready-to-consume coffee or coffee products, coffee extracts, and concentrates, as well as preparations with a basis of coffee.
  18. Silk: Raw silk (not thrown) and silk yarn (for weaving).
  19. Animal Feed Corn: Corn for animal feed (used as animal feedstuff).
  20. Soybeans: Soybean seeds, whether or not broken.
  21. Granulated Sugar: Granulated sugar derived from sugar cane or sugar beets, and chemically pure sucrose, in solid form.
  22. Soybean Cake, Oil Cake, and Solid Residues: Soybean cake, oil cake, and other solid residues derived from the extraction of soybean oil, whether or not ground or in the form of pellets.

Exemptions from Control

  • Imported for breeding purposes, excluding watermelons, under customs tariff heading 0701.10.00, and seeds of large-headed garlic under customs tariff heading 1209.91.00.
  • Imported for examples or for necessary research purposes.
